AI Regulation
There is no regulation specifically governing AI in the country. However, there have been certain actions in furtherance of AI governance. In December 2024, the country’s first AI summit was hosted by the Ministry of Communications and Technology in collaboration with Zamzam University of Science and Technology.1

Human Rights
The UDHR was adopted by the UN General Assembly on 10 December 1948. Its principles are considered universal and applicable to all UN member states. As a member of the UN, Somalia has committed to upholding the principles of the UDHR. The Constitution of Somalia includes provisions that protect fundamental human rights.9 Article 19 guarantees the right to privacy (inviolability of the home and other dwellings of the person, and protection from entry, search, or surveillance). Other protections include the rights to human dignity (Article 10), equality and non-discrimination (Article 11), life (Article 13), freedom of expression (Article 18), healthcare (Article 27), and education (Article 30). Somalia has ratified several key international human rights instruments, including the ACHPR, ICCPR, and ICESCR. However, the country has not signed or ratified the Malabo Convention.
